Canada's 2026 Immigration Levels Plan: What to Expect

The 2026 Immigration Levels Plan

Each year, the Government of Canada publishes its Immigration Levels Plan, which sets targets for permanent residence admissions over a three-year period. The 2026 plan continues the government's approach of stabilizing immigration levels while addressing housing and infrastructure pressures.

Permanent Residence Targets for 2026

The plan allocates permanent residence admissions across three main categories:

  • Economic class: Express Entry, Provincial Nominee Programs, business programs, and pilots — the largest share of admissions
  • Family class: Spousal, children, and parents/grandparents sponsorship
  • Refugees and humanitarian: Protected persons, resettled refugees, and humanitarian cases

Temporary Resident Reductions

In addition to permanent residence targets, the 2026 plan includes targets for reducing the temporary resident population — including international students and temporary foreign workers. This represents a shift from previous years of rapid growth in temporary residents.

What This Means for Applicants

For prospective permanent residents:

  • Express Entry: Competition remains high. Category-based draws continue to target specific occupations and French speakers.
  • PNP: Provincial nominations remain a reliable pathway, especially for candidates with provincial connections or in-demand skills.
  • Family sponsorship: Processing continues, but backlogs in some visa offices mean longer wait times.

For temporary residents:

  • Study permits: The PAL requirement and program eligibility changes mean careful planning is essential.
  • Work permits: Occupation caps and stricter LMIA requirements affect both workers and employers.
